I think the index in question may be the National Index to Chinese Newspapers and Periodicals run by the Shanghai Library (http://www.cnbksy.com/ShanghaiLibrary/en/main.html)
The September 2009 issue of The Indexer is being guest-edited by the China Society of Indexers, and contains articles on the Republic of China Journal Title Database, the development of indexing during the Republic of China period, dedicated Chinese software for back-of-the-book indexing, the new Chinese indexing standards, and the development of an automatic classification tool.
For info on the journal and how to obtain a copy of the "Chinese" issue please visit The Indexer website (www.theindexer.org)or contact editor@theindexer.org.

I was very happy to see the selection myself and so far the findings have made the cost (in money and lost eye sight) worth it. I feel that they are way underutilized but hope they will eventually make their way online.

thanks for sharing this. it's excellent. i'm a bit surprised these survived at all. my impression was that most of these things were lost to apathy and decay. i may have to check out my local libraries to see what goodies are to be found.

Awesome! I do hope you remember the name of that "master index," never realized such a book existed. Good luck with your research. Have you heard of any good libraries in Hunan?
