i fail to see how a coordinated investment of central government funds in public infrastructure constitutes "a pretty decisive shift in Chinese policy."

the only thing new here seems to be a pledge to promote (who knows how?) low-income housing; but even that rhetoric seems consistent with the country's efforts to expand the ranks of its middle class.

moreover, as rhetoric, i'd be surprised were this commitment to low-income housing yield anything more substantial than a modest downturn in the bull-dozing of urban shanty-towns.
