		<description>There was one factor which argues against a &quot;civil war&quot;, i.e. the fact that the Korean War was fought between two internatinally recognized states, as the Vietnam War was. Yet in both cases, both national protagonists viewed the other state as illegitimate and an artificial obstacle to &quot;national reunification&quot;. Proof, perhaps, that international solutions have no guarantee of overcoming the national views of the indigenous combattants. Certainly both the Korean and Vietnamese wars bear a resemblance to the Spanish Civil war, with the exception that in the latter case, no internationally recognized borders ever separated the combattant sides. My experience has been that it&#039;s only criminal to intevene in a &quot;civil war&quot; if the side you support seems to be losing to the assisted party.</description>
